Appears as "Get Mobile App" when you are logged out and as a phone icon in the header icons at the top of most pages.

Add app:name_primer and app:location_primer tasks

Add rake tasks to generate the name_primer.json and location_primer.json files that should be included in a mo-mobile build.

Projects that have passed their end date should not show up in the "Create Observation" workflow. If you are an admin for the project it might make sense for "expired"...
