In the official IETF draft, it has several links to this repository but all are dead links, with the most recent draft saying "I’ve rearranged this repo; please see updated draft listing to find what you’re looking for.", and both the issue list and recent changes are blank

That draft is expired; it was incorporated into RFC9111.
