OTRv3 and instance tags?

I use ZNC and would have need to connect other clients there including Communi-Sailfish (https://github.com/communi/communi-sailfish/issues/99) and preferably the OTR discussions would be readable with it too.

If I understand correctly, this is possible with instance tags which come with OTRv3, but otr.py only supports OTRv2.

python-otr/pure-python-otr#28 has no progress since 5 years. Is there no other way of implementing OTRv3 ?
