Add local support for xdrip broadcast protocol (Juggluco)

Juggluco can send data with local webserver to Garmin edge, watch, M5stack with mlukasek firmware. Can be enable also this part from m5stack mlukasek firmware for M5StickC 1-2 model?

For me its a big improvment, because data can send offline local wifi or hotspot through devices, not only over internet.
