Enforce a minimum Lemmy version

We should enforce a minimum Lemmy instance version. If the user tries to login to an instance on an unsupported version, we could show a suitable message and prevent them from using the account. Or alternatively, we could allow them to continue using the account but warn them that some features may not work as expected.
