Swipe action icon can be obscured for tall content

When voting on a long comment that goes off the screen, since the voting buttons on swipe stay in the middle of the comment, if you’re scrolled to a point where you can’t see the middle, you can’t see the icons when you swipe

Hmm, that's an interesting one--icons should display in the middle if that's visible, otherwise "snap" to top/bottom of screen (depending on which way they are being hidden, with some padding too ofc), but get pushed off screen if the available space is too small (e.g., if the comment is mostly scrolled off-screen). Slating for 1.2.
