Proposing formal text for how to invalidate preview submissions. This has been discussed in the Inference and Training WG's at some length already, and folks recommended putting something in writing so we have something to debate concretely.

Dell objected to the existing proposal. Lior objected to include the mention in the press release (item#2) in the PR.

@TheKanter can you please merge this. Ok if it has to be specific only for Training & Inference WGs for now while other groups (such as Mobile etc. ) discuss this more if needed.
