Create a proper license.txt file for MLPerf Mobile app

We should create a license.txt file for the app with updated license info about the code, models, and data sets included.

We have mapped these items here: https://docs.google.com/spreadsheets/d/1oJ3ju02Fmde_E3LpIY0qtw1OYQTGLrfuW05zs3IHHDU/edit?usp=sharing

We should include this file in the GitHub repo and either copy its contents into the About section of the app or link to it from there.
