Publish official prebuilt whl files for python bindinds

It is a bit painful to sync code from github and manually building it for every project where it has to be used. Would it be possible to build and release official whl files on pypi for each stable version?

Someone already added a version here: https://pypi.org/project/mlperf-loadgen-cb/#description

But it doesn't look like it is an official one.

@rnaidu02 Can we discuss the motivation and feasibility of this proposal in the first WGM in 2023 and see if @pgmpablo157321 could do it?
