[Feature Request] Move MLCChat/mlc-package-config.json to Android/data folder

In the android app, the models the user is allowed to download are specified in the MLCChat/mlc-package-config.json file. This file is saved in a folder not accessible by the user in any way. This means that a recompile and reinstall is needed everytime a model is added. Moving the file in the Android/data foler would allow user editing with ADB without the need of a recompile and reinstall

Motivation

This change would enable the use of more models with the same apk and allow the users to experiment with more models without the requirement of a dev env needed for a recompile just to change a json

Alternatives

An interface to allow the user to paste the HF link and have it automatically added in the json
