DevOps: Update devDependencies and webpack build

En route to using Jest for testing, I realized that it might be a good opportunity to update our dev dependencies and webpack build.

As a first task en route to https://github.com/ml5js/ml5-library/issues/1330 I will try to update our dev dependencies to use the latest webpack, babel modules etc.
