how to configure Jenkins without the UI at all

Hi, in your description I need to install the jcasc plugin via the UI and then I can do everything via configuration.

But how do I skip that first UI install, that is how do I install the jcasc plugin immediately with Jenkins so that I never have to use the UI for configuration at all?
