Enhancement: TPS limit - Ability to throttle the creation of parallel test sessions

Having the ability to throttle the creation of browser sessions would be excellent. There are remote grid providers, such as AWS, that have an imposed TPS limit. Right now, the parallel sessions have to be limited to match the TPS session limit. If there was a way to configure the limiting of the creation of sessions separate from the parallel session count, that would be fantastic.
