Caps Lock doesn't affect the console port

additionally, somehow, pressing Shift+, or Shift+. do not get interpreted as <>, even though all the other shifted keys on the standard keyboard work just fine. this hapoens on Windows, at least

what rom are you using? using orca I am not having trouble seeing Shift+ and Shift.
