Add Start Position Setting

I would put this at a fairly low priority, since I'm not sure the use case on setting a Start Position. It feels more like it is an option in the library, so the block should support.

Per #1 it would be cool to be able to set via interacting with the image, but might make be easier to implement via a range control in InspectorControls.
