Add admin screen for user to customize language list shown

There is a need for people to be able to modify the list of languages shown by default without requiring a filter to be added. Ideally there is an admin screen to select the languages shown.

v3.1.0 adds an initial settings page. The default language can be set there, this is a good future home to address this issue. So just need to add a nice way to select from 300 languages 🤔

Is there a plan to make this happen. I'm not sure where to modify it currently
