Cannot close annotate

Describe the bug: once I open annotate tab, i cannot close by click it again or through shortcut

Expected behavior: click it agian or annotate shortcut, close the annotate tab

To Reproduce:

1. open a file with Perforce extension acitve
2. click p4 on the bottom tool bar
3. click annotate. Again for closing
4. click p4 on the bottom tool bar
5. click annotate. the anonotate cannot close
