I'll merge this for `trunk` and pick this to ILIAS 10.

I integrated the change for ILIAS >= 10.x.

@thojou Maybe you find the time to review and test this improvement.

It seems this PR modifies code outside the "T&A" component -> "Administration". Please revert these changes and focus on the "T&A" only.
