Make this into a cookiecutter(?)

I might do this myself if I have to do it, but there is a python program called cookiecutter which is really nice for starting new projects. I think it would be nice to have this as a cookiecutter.

I haven't tried it out yet but I think a dune init command was implemented, which may make dune-starter obsolete. See https://github.com/ocaml/dune/issues/159

dine init command finally worked its way in to master today. In actuality, it is a bit too low-level to serve as a really helpful quick-start command. That said, it will make implementing a quick start command easy, and that is my next immediate aim.
