Option to disable wifi scanning throttling aitomatically w/ root/shizuku/adb

Description

I want to have scanning throttling disabled only when using neostumbler as going every time to dev settings and enabling/disabling it is unconvient. NeoStumbler could do it automatically using root/shizuku/adb.
