events not sends if AppTrackingTransparency(ATT) disabled

When user tap on decline button in AppTrackingTransparency(ATT) modal window. Mixpanel not send any events. Is it normal behavior? This happens after we added .xcprivacy report as for Apple demand in the last update. pubspec.yaml :
