publish helm chart on github

on 03/08/2025, a maintenance operation on helm.mittwald.de makes the helm chart unavailable.

As we rely on the chart to deploy some projects using argocd, your maintenance operation is affecting our workflows.

Please add a github action to also release the helm chart on github
