When importing overlaid components duplicates are not accounted for in InSpec content

It appears the initial InSpec content when importing a released/overlaid component does not populate the metadata for duplicate controls and causes changes to show up in diff viewer.

The duplicate links do come over and this data is populate if the controls that satisfy other requirements are subsequently saved but this would be very time consuming.

For example...import component on the left compared with the original on the right.
