Add To Delta CLI

1. add ability to unzip achieved to get XML file a. User gives me the download zip file from cyber.mil, add ability to unzip achieve to get XML file b. User gives me the URI to the STIG / Benchmark zip file, add ability to pull zip file from URI location and get XML file
2. Use the inspec-profile-update/STIG.json (see here) file to let users select the STIG they want to do a delta on, with the cool colored GUI (see emasser configure), to Add the ability for delta to list available STIGs and select one to do a delta on 1,2 will be the next PR
