consolidate and fix hdf2ckl code

consolidate currently the code for this functionality is duplicated within both heimdall and the cli, let's move it into hdfconverters. see https://github.com/mitre/heimdall2/issues/3051

fix while the ckl export of an overlay profile at least opens up within stigviewer even if it doesn't hold all the correct information, stigviewer refuses to open up when using the export coming from the cli. this issue can be sidestepped by consolidating as stated above. i get the above error when trying to open the vmware sample after it was exported to ckl by the cli.
