Update "ref" string generated by generate xccdf_benchmark2inspec_stub

Currently we taking the text from the reference/title element from each rule but this text isn't very meaningful and is not present in self generated XCCDF like we get from Vulcan.

Proposing to update this ref string to the Benchmark/title + Benchmark/version + Benchmark/plain-text id="release-info"

For example, instead of

ref 'DPMS Target VMware vSphere 7.0 vCA Lookup Service'

We would have...

ref 'VMware vSphere 7.0 vCenter Appliance Lookup Service Security Technical Implementation Guide Version 1 Release 1'
