Consolidate CCI-to-NIST Mapping Data

Unify the code we’re using to map CCI’s to NIST tags – NOT STARTED YET

It would make the most sense to create an action where we grab the most updated XML file from NIST, parse it into JSON, and use that JSON to map the data in our code
