splunk2hdf - restore controls to original order

Please restore the order of controls to their original (A-Z, 1-9) order. Currently the control order is reversed in the exported HDF.

I'm not sure why the controls are reversed when using splunk2hdf, because controls do not seem to be reversed in order in Splunk. Can that be corrected?

Is it related to #2774?

While I understand that technically the json and data in Splunk is still correct, it makes it harder to prove parity for others if one needs to flip data. example-3-layer-overlay_03062022.json.txt
