fusera and sracp should have diagnostic mode

Both tools should have a diagnostic mode that access the SDL API to retrieve an unsigned URL and then uses the URL to retrieve data. This will ensure that user's environment isn't in a VPC. For example, 1000 genomes SRR1219804.
