App should inform user on failure to load the configuration file

As a user of the Navigator, I should be informed if there is an issue loading the configuration file. Currently, the application fails silently if there is an error in the config file and proceeds to load, but the user is unable to upload/open ATT&CK layers. The application needs better error handling when parsing the config file and should fail gracefully.
