remove OCW_IMPORT_STARTER_SLUG

After https://github.com/mitodl/salt-ops/issues/1543 is completed and ocw-studio, ocw-hugo-themes and anywhere else that uses this variable has been switched to use OCW_COURSE_STARTER_SLUG, OCW_IMPORT_STARTER_SLUG should be removed.
