Configure OpenTelemetry metrics collection for Airbyte + Concourse

Description/Context

Airbyte supports generation of OpenTelemetry metrics out of the box. It would be helpful to have more detailed insight into the operation of that system for right-sizing and debugging purposes.

Plan/Design

Configure otel as the metrics client here, and configure an OTel collector for sending those metrics to Grafana.
