create life cycle policies for odl-video-service-transcoded

Our largest bucket with 60+TB in 17million object. Almost zero data transfer charges incurred each month.

Plan/Design

~Talk to @mbertrand about what these buckets contain? Is this just transient data used for the media-convert / elastic-transcoder jobs or is this an actual data store for the videos served by OVS. If it is transient maybe we can go further and just cull any files older than 90 days or something?~

Irregardless, there are opportunities for substantial savings.
