Cleanup documentation around grafana + pipelines

Description/Context

Documentation here is no longer 100% accurate and requires revisit. Move it to the new location for the grafana pipeline and update. Additionally update the links grafana-alerts to point to the new location.

Additionally, create basic query documentation for using grafana to troubleshoot.
