Give Developers Safe Access To Vault

Right now, developers have to guess at the details of secrets in Vault which are often critical path to developing MIT OL applications.

Expected Behavior

Developers should be able to safely access Vault with appropriate limitations put in place such that they can do so confidently.

Current Behavior

Developers currently have limited access to Vault but that fact is not widely advertised because we aren't sure that the results would be consistent or safe.

We should make the changes necessary in our Vault policies to give developers a level of access sufficient for them to confidently code against the secrets stored there.
