Clean up and regularize Vault secrets

We have been using Vault for a number of years with loose guidelines of how to structure the secrets. The secrets have also been populated and managed manually. As we re-implement our system architecture we would like to revisit the path structures and contents of the Vault clusters and move the population of the secrets under source control.

This will include enumerating the full list of secrets across our environments and identifying more appropriate groupings and path layouts, as well as determining the most effective means of managing the creation and writing of those secrets going forward.
