Deploy and configure ORA grading MFE

Description/Context

This MFE replaces one tab in the Instructor Dashboard (similar to the grade book MFE).

The MFE is not quite ready to run in our deployments. We will need to include a commit that hasn't been merged yet: https://github.com/openedx/frontend-app-ora-grading/pull/146

Acceptance Criteria

  • [ ] set up the automation to build this MFE, including the commit in https://github.com/openedx/frontend-app-ora-grading/pull/146
  • [ ] deploy to mitxonline-qa for review
  • [ ] determine how to turn on the MFE
