Standardize pgbouncer and uwsgi configs in Heroku apps

User Story

We appear to have random settings/configs related to pgbouncer and uwsgi across our Heroku apps and we should go through and figure out how to standardize ones in different envs.

Description/Context

The values for the pgbouncer and uwsgi configuration seem to be quite random across environments and don't appear to have any rhyme or reason to how they're set. We should come up with sane values for each env and use those across our apps as it would make things easier to manage down the line and give us the ability to compare settings across apps.

Acceptance Criteria

We should have similar configs/values across our salt managed Heroku apps for each environment.
