Just a reminder that we have /api/v0/programs/ and /api/v0/courses/ which are accessible to anonymous users. If we're not going to get rid of them (they are unused currently) we should figure out who needs to see what.

Were these replaced by the dashboard API?

@noisecapella are we not using /api/v0/programs/ for the program context switching?
