As a staff member, I need a way to see what mail I've sent and to whom. I'd like to be able to confirm that the mail was delivered, and find out the open rate. I'd also like to know if I should send it out again to new learners who have met the original criteria (i.e. students who are now passing).

This should be a simple view of the sent mail table, with some calls to mailgun APIs and the search API.
