Changing programs on order summary page updates price display

Steps to Reproduce

1. Visit the dashboard with a user enrolled in a FA program that has a program price
2. Click the Pay Now button and advance to the Order Summary page
3. Using the drop-down menu in the top-right, switch to another program with a different program price (FA or non-FA)

Expected Behavior

One of the following:

1. There is no drop-down for changing the program during an order or
2. The order summary does not update when updating the program or
3. Switching the program returns the user to the dashboard view

Option #1 is best. Option #3 is second best. Since this is an extreme edge case, we can implement whichever is easiest.

Actual Behavior

• The program updates and the course price in the order summary updates as well, to reflect the price of courses in the new program.

Note that changing the display of the order does not actually change the order. If you click through to the Cybersource page, you'll find that that the original, correct price is still in the basket.
