The learner sees a confusing message if authorization is delayed

Zendesk https://odl.zendesk.com/agent/tickets/95469 This issue happened because there was a delay in creating authorizations for the current exam run. The user was not authorized for a currently schedulable exam run, in this case the course message informs about the starting date of a future semester exam run.

There are two things we could do to improve this:

1. show a message about the status of authorizations (on the user side)

2. create exam authorizations slightly before the scheduling is opening up
