Changing a formatting of a newly formatted column in export is broken

Describe the bug

Columns move order in the export formatting section. That is obviously not intended. Given that it's one of our main pro features, we should def fix it up!

To Reproduce

  1. Go pro.
  2. Go to Excel export. Add a few columns to the formatting.
  3. Change the columns selected using their selects. Watch them switch order.

Expected behavior

They shouldn't change order!

@aarondr77 I consider this bug a direct function of the complexity that we built into this UI for a better experience - and the process that led to it being cut probably led to it breaking.

Aka, I blame general complexity for this bug. But it's interesting that the process that tried to cut the complexity (me pushing for it) probably led to this bug.
