[BUG] Certain files are 0 byte empty files

Describe the bug It seems that most of the lists are empty (except 3) i.e. https://github.com/mitchellkrogza/Phishing.Database/blob/master/phishing-domains-ACTIVE.txt

To Reproduce Steps to reproduce the behavior (if applicable): You can check in this repositories root the files that should contain the lists that they are empty.

Expected behavior It should have content.

Yep, and many domains from ALL-phishing-links.txt are missing in ALL-phishing-domains.txt as seen in #891 (frau-z-macht-das.de)

@mitchellkrogza & @funilrys is this something that will be handled any time soon?? the liability to the project is scrimping, as it is causing problem, finding the records, to investigate domains and handle issues.

This is also causing problems for those who can only blacklist based on domain records and not blacklist based on URI's
