New issue templates

Hi @mitchellkrogza I have made a couple of new issue templates for this project.

Since you force push this repo, I have made the templates + a simplified README in https://github.com/spirillen/templatetest

Phishing Database Issue Templates

The following code is a mix of two scenarios.

1. Scenario: You keep the False Positive template in /Phishing.Database! Then just copy both

   • .github/ISSUE_TEMPLATE/bug-report.yml and
   • .github/ISSUE_TEMPLATE/false-positive.yml

2. Scenario: IF you moves the False Positive handling to /Phishing! Then copy:

   • .github/ISSUE_TEMPLATE/bug-report.yml
   • .github/ISSUE_TEMPLATE/config.yml

   AND delete these files

   • .github/ISSUE_TEMPLATE/false-positive.md
   • .github/ISSUE_TEMPLATE/bug_report.md
