Error: The security group 'sg-1ec07378' does not exist (Fog::Compute::AWS::NotFound)

As far as I can tell from looking at a valid instance from my AWS console, this security group does indeed exist. I am just starting to play around with AWS as a provider so there may be something else I am forgetting. Where would the most up-to-date documentation on how to do this be?
