I've just seen this failure on 16.04 too; I would appreciate any known work-arounds /fixes

I managed to overcome the issue with some comments from a different article: https://stackoverflow.com/questions/36811863/cant-install-vagrant-plugins-in-ubuntu-16-04/36991648#36991648 Should note that I still get issues trying to use vagrant to create AWS instance :(
