Defaulting to the person you're responding to

Hey people! Would you be open to accepting a PR that adds this feature?

If I respond to someone and to "@NanoTipBot !tip 1" it will automatically assume I want to tip the person I'm responding to. Or you can do the normal tweet for the normal old behaviour
