Oh, and this works with 1.12.1. So 1.12.1 does not attempt to download the new version, while 1.12.2 does. It is a regression it seems.

This is not inside a project directory. But on a clean system (inside Docker container).

For reproducibility. For example, I use `meteor test-packages ./`. If my package has been tested with 1.12.2 and it works, if Meteor magically upgrades to 2.4.0_1 and then I run...
