not spawning with starter items, cant break blocks

Bug Description

Whenever I create a new work, I only spawn with 16 ender pearls and that book that lets you set spawn - on the playthrough I watched, they spawned with four other items, all of which are some sort of guidebook for certain mods. On top of that, I can't interact with any blocks - I try and break them, but they don't drop anything. I try to break wood, and it breaks, but nothing drops.

Did this behavior use to work in the previous version?

I haven't played any previous versions.

Steps to Reproduce (for bugs)

1. Load up current version of the modpack through curseForge.
2. Create a singleplayer world.
